Update tokenomic parameter to match 15s block time - motion #78

After the Kusama v0.9.20 upgrade, the parachain block time has been greatly reduced from around 24s to 15s. So we apply a proposal to adjust the tokenomic parameter to match the 15s block time, and the block_subsidy will be reduced from 183.3 to 125 (100 PHA * 15s / 12s).
